Although I strongly suggest Kannel in Linux/Unix...recently had to revert to Kannel SMPP client after struggling with some proprietary one...even carrier-grade SMSCs now use some derivative of Kannel...
Or you can design your windows-based app to call Kannel running in a Unix virtual box ...
