Since you have to install it on the phone of the person you want to
track you first need to steal/ borrow the phone from that person
and bring it to the Juju office.

Once the prg is installed on the phone you want to, track all traffic
costs (sms, data) will be paid for by the person owning the phone
without their knowledge (if you managed to steal/ borrow it in the
first place)

100% illegal unless you own the phone and pay for and is the registered
owner of the phone number. Maybe could work if you are a company tracking
the phones of your employees (and you/ company owns the phones and pay
for the phone bills).
